Two key questions are:

The first question is difficult to answer. The reason is simple, in order to give an economic offer to the client we need to know what it will contain, what it is intended for and other questions that are always specific to each project. Don't forget that the main cost is the development of the application, the reproduction of the application costs depending on how many CD-ROMs you want, how fast you want them and in what packaging you want them.
The second is a little easier, depending on the quantity of CD-ROM it can cost you much lower than reproducing glossy brochures. And don't forget that you can't put video clips, sounds, etc. on a brochure made of paper.
